In July 2023, three child advocacy organizations — Center for Children & Youth Justice (CCYJ), Legal Counsel for Youth and Children (LCYC), and TeamChild — released a report assessing Washington State’s progress under SSB 6560, which mandates safe housing for youth discharged from state care. The report emphasizes collaborative strategies, such as behavioral health support, housing navigation, and legal services, to improve outcomes for these youth. It calls for investments in cross-system planning and prevention to keep youth out of the juvenile justice and child welfare systems, focusing on more nuanced and supportive responses to youth needs.
